Scott E. Kauff
Scott established the firm’s Washington, D.C. regional office as Of Counsel in Rockville, Maryland in 2004. Scott’s practice concentrates in the areas of environmental and toxic torts litigation, with most of his practice focusing on natural resource damages (“NRD”) litigation on behalf of public clients. Prior to joining the firm, Scott was affiliated with a national law firm’s Washington, D.C. office, where he also concentrated in environmental, health, and safety law. Scott, who has been representing clients in environmental and toxic torts litigation since 1996, particularly enjoys strategizing on highly complex legal and scientific issues.
Scott has extensive experience representing parties in NRD actions. Scott has been special environmental counsel to the State of New Jersey, the State of Maryland, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands in their assertion of substantial NRD claims, and has assisted them in obtaining settlements and judgments valued at more than $600 million. In addition to litigating NRD claims, Scott has represented parties in environmental torts suits, including class actions. These matters have focused on personal injury and property damage allegedly caused by the handling, disposal, and release of hazardous materials.
Due to his extensive experience representing trustees of public resources, Scott is a frequent speaker regarding environmental and NRD law, regularly speaking before members of the environmental bar, as well as industry and governmental leaders.
While in school, Scott clerked and interned in various offices of the U.S. Environmental Protection Agency (Region II Edison field office and Washington, DC Headquarters), the New Jersey Department of Environmental Protection (the Site Remediation Program East Windsor field office), and the Pennsylvania Department of Environmental Resources (Conshohocken, Pennsylvania field office).
Prior to attending law school, Scott was a Water Resources Associate at the New York State Water Resources Institute. He assisted in the facilitation of negotiations between the New York City Department of Environmental Protection and several upstate New York municipalities regarding the protection of the New York City drinking water supply.
When not working, Scott enjoys spending quality time with his family, assisting with the Montgomery County Special Olympics Alpine Ski Racing Team, co-chairing the local Cornell Alumni Admissions Ambassador Network Committee, serving as a Vice President of his Cornell class, hiking, listening to and playing a wide variety of music, cooking, traveling, investing, and following politics.
